As director of state affairs, Hillary Thrower serves as an official liaison between Emory University and Georgia's legislative, executive, and regulatory bodies, including the Governor's Office, the Georgia General Assembly, and state agencies that administer higher education and health care programs. Prior to joining Emory in 2018, Thrower worked for former Governor Nathan Deal in several roles, advancing to policy adviser in areas including labor, insurance, military affairs, and vocational rehabilitation.

Thrower is a graduate of the Zell Miller Foundation's Leadership Institute Class of 2019 and was named a "Rising Star" for lobbying by James Magazine in 2018 and 2019.

Thrower earned a JD from Georgia State University College of Law and holds a BA in political science and business administration from Georgia College and State University.
