Federal Affairs

On Feb. 11, President Gregory L. Fenves visited Capitol Hill to advocate for Emory’s research enterprise as well as share our tax policy priorities. He and OGCA team members spanned out across the Hill to talk with members and staff about our vital work and how proposed policy changes could impact Emory. President Fenves will return several times over the next few months.

GICA
Emory joined the Georgia Independent Colleges Association on Capitol Hill to advocate for the importance of private education in Georgia. Emory was paired with Mercer and Spellman and visited members across the state.

NETEC
Dr. Aneesh Mehta joined his National Emerging Special Pathogens Training and Education (NETEC) colleagues to advocate for sustained funding for health care workforce protection. Emory coordinated over 70 Hill meetings for provider sites across the country to meet with their elected officials. We will continue to advocate for resources needed to maintain this preparedness mission.

RSPH/Gallup
On Feb. 5, Rollins School of Public Health teamed up with Gallup to release new data on how Americans want the new Administration to prioritize public health funding. The federal team looks forward to using this data across Capitol Hill.

NIH Facilities & Administration
The Georgia biomedical research enterprise is threatened by a misunderstanding of F&A rates, critical funding that supplements the high cost of developing new medicines and treatments. Emory’s subsidy of research was approximately $259M in FY24. This represents 25 cents that Emory subsidizes for every dollar in funding received from our federal sponsors. Over the past two weeks, Emory leaders have had over 33 meetings on this issue with members across Capitol Hill.

State Affairs

Tort Reform Update
On Jan.30, Gov. Brian Kemp held a press conference to share details of his tort reform package. Since then, President Pro Tempore John F. Kennedy introduced the legislation in the Senate. The governor sent a strong message by declaring that if meaningful tort reform is not passed during the 2025 legislative session, he will call a special session to get it done. The measures below will be addressed in the legislative package. SB 68 will be an omnibus bill, while SB 69 is focused on third party litigation funding.

  4. Seatbelt admissibility
  5. Double recovery for attorney’s fees
  6. Venue shopping
  7. Truth in damages/phantom damages
  8. Truth in third party litigation funding

On Feb. 10, the State Affairs team was at the Capitol late into the night watching the Senate judiciary committee discuss SB 68 and SB 69. After hours of discussion and testimony, SB 68 passed on a party line vote (8-3) and SB 69 passed with only one dissent (10-1). The State Affairs team will continue to monitor these priority bills as they move to the Senate floor. 

GO Red Event  
On Feb. 7, the State Affairs team sponsored Rep. Doreen Carter’s “Heart Health" Women's Luncheon, or GO Red, event at the Capitol. This year marks the 10-year anniversary of the inspiring event that advocates for heart disease awareness. Emory was further represented by Dr. Shannon Walker, who addressed the group about heart health and risks. The State Affairs team looks forward to continuing to work with Rep. Doreen Carter.

Community Affairs

Book Signing
On Feb. 6, OGCA, in partnership with Barnes & Noble @ Emory and the Candler School of Theology, hosted a book signing and discussion with former DeKalb County CEO Michael Thurmond. He discussed his latest book, James Oglethorpe, Father of Georgia: A Founder’s Journey from Slave Trader to Abolitionist, in conversation with the Rev. Dr. Robert M. Franklin Jr. We appreciate all our partners for their help with this special event.

Central Atlanta Progress
Emory was a sponsor of the CAP annual meeting on Jan. 28, where Emory trustee Tom Bell received the Dan & Tally Sweat Award which is given “to business and/or organizational leaders who have become quiet, effective leaders beyond the scope of their positions in the community.” Over 800 business, civic and political leaders were in attendance, along with a table of representatives from Emory.

State of MARTA
On Jan. 30, MARTA CEO & General Manager Collie Greenwood gave the State of MARTA address. Emory was a sponsor of the breakfast meeting which attracted a large crowd of local officials, business leaders and transportation planning experts.

Board of Visitors

On Feb. 5, the Emory Brain Health Center welcomed the Board of Visitors for a program highlighting the Emory Veterans Healthcare Program, and the Emory Master’s in Business for Veterans, followed by a tour of the center.
