Capitol Hill
Congress has recessed for Thanksgiving. Lawmakers will return for a three-week session in December with the primary goals of passing the Fiscal Year 2026 National Defense Authorization Act (NDAA) and advancing the next series of appropriations bills before the current continuing resolution (CR) expires on January 30.

Congress has completed the FY26 Legislative Branch, Military Construction and Veterans Affairs, and Agriculture funding bills, leaving nine more to be completed. Majority Leader Thune has advanced, for consideration, a package of five more appropriations bills — Defense, Labor-HHS, Transportation-HUD, Commerce-Justice-State, and Interior.

Senate Majority Leader Thune has made a commitment to hold a vote related to Affordable Care Act (ACA) subsidies in December. Even if the Senate passes an extension, the House is a major obstacle. The White House has initiated internal discussions regarding the expiration of ACA subsidies, with the Domestic Policy Council and senior health officials exploring potential alternatives. A variety of options are reportedly under consideration, including expansion of tax-advantaged health savings accounts (HSAs).

House and Senate calendars for 2026 have been released!
