State Update

The General Assembly voted last week to take a recess until February 18 to continue to comb through the Governor's budget recommendations. During the week-long adjournment, House standing committees did not meet in order to allow appropriators to focus solely on the budget before passing it to the Senate. Next week, the legislature will reconvene on Tuesday for Day 13.

While In DC, they met with members of the Georgia delegation and appropriations staffers to discuss how NETEC’s federal funding allocation allows the nation to be prepared for outbreaks of serious communicable diseases, including the current coronavirus outbreak.

President Trump’s FY2021 Budget Released

On February 10, President Trump released his budget for FY2021. As with most Presidential budgets, it is viewed as a messaging document for the administration and not necessarily a starting point for congressional negotiations. Congress is beginning the appropriations process for FY21; based on last year’s increases in the budget we do not expect a large increase in any federal funding for the next fiscal year. Of significant interest to Emory, the President’s budget includes an 8% decrease to the National Institutes of Health, a 6.5% decrease to the National Science Foundation, and creates a single repayment system for student loan repayment based on the student’s income. Further, the budget proposes consolidating and decreasing Graduate Medical Education, and advances changes to both the Medicare Uncompensated Care program and the Medicaid program. The OGCA team will continue to work with leaders across campus to explain how Emory makes a difference by partnering with the federal government.
