Our Staff

Federal Affairs

 

The Office of Federal Affairs is the primary link between Emory University and the federal government. We advocate on behalf of Emory's specific project goals, as well as its larger policy objectives. We work to maintain productive working relationships with Members of Congress, key congressional staff and representatives of the executive branch and federal agencies. We promote the University's accomplishments on Capitol Hill and within the Administration to improve the federal government's understanding of Emory's contribution to society. By working with our internal advisory groups and the national educational, medical and research associations, we drive the process to formulate Emory's policy positions on issues related to higher education and academic and medical research.

 

A variety of legislative issues have the potential to affect the operation and growth of Emory University within the health policy area, federal appropriations for the National Institutes of Health, Centers for Disease Control and National Science Foundation affect our faculty and researchers. Medicare physician and service payments affect our hospital staff and services. Patent, copyright and technology transfer legislation affects our researchers, faculty and students.

 

Within the education policy arena, immigration policy encroaches on our international students and scholars. Financial aid policies affect a majority of our students, as well as our admissions' capabilities. Higher education reauthorization legislation affects our Administration's procedures and goals as well as our future student body.

 

Further, tax legislation and incentives for charitable giving impacts our development officers and donors. Energy legislation (i.e. green building legislation) affects our campus planning and maintenance staff. Employee benefit legislation affects both faculty and staff.

In addition to monitoring and responding to the above issues, the Office of Federal Affairs works to build Emory's network on Capitol Hill and in the federal government. This is accomplished, in part, through the Government Affairs Committee of the Association of Emory Alumni Washington, D.C. Chapter. We also work to increase Emory's visibility by providing testimony at congressional hearings, conducting briefings on Capitol Hill, and bringing congressional staff visits to campus. Finally, we work to promote Emory's appropriations priorities. In FY 2008, Emory's federal appropriations priorities are the Clifton Corridor Transit Study and the Southeastern Center for Emerging Biological Threats.
